Board Members

​​​​​​​​​​​​​The Kentucky Board of Dentistry consists of 14 members who are tasked with protecting the public by regulating oral health practitioners in the Commonwealth. This includes ten​ voting members, each appointed by the governor to a four year term. Of these, seven are licensed dentists and two ​are licensed dental hygienists. One member is a citizen-at-large who represents the public and is not associated with or financially invested in the practice of dental care.

A non-voting ex-officio member from each the University of Kentucky and the University of Louisville represent the dental schools' interests. A non-voting ex-officio from one of the Commonwealth's other dental hygiene degree programs represents the hygiene programs' interests. Finally, a non-voting ex-officio from the Department for Public Health represents the department's interests.


Kentucky Board of Dentistry 2023-24​​

Voting Members

Justin Kolasa, DMD, MD (Board President) - Appointed to the board in July 2021, Dr. Kolasa's first term will expire June 30, 2025. He earned his DMD in 2013 and MD in 2016, both at the University of Kentucky. Dr. Kolasa also completed an oral and maxillofacial residency at UK and currently practices oral surgery at Danville Oral & Maxillofacial Surgery ​& Dental Impact Center in Danville, KY.​

​William Collins, DMD (Board Vice President) - Dr. Collins was appointed to the board effective July 1, 2020 and his term will expire in June 2024. He studied dentistry at the University of Louisville and has practiced in Eastern Kentucky for nearly 30 years. Dr. Collins is currently the dental director of Redbird Clinic in Clay County, KY.​

Bradley Fulkerson, DMD, MSD - First appointed to the board in 2016, Dr. Fulkerson was appointed to a second term in 2021 which will expire in June 2025. Dr. Fulkerson earned his​ DMD from the University of Kentucky and his Master's of Science in Dentistry at Indiana University. He is a pediatric dentist practicing at Dr. Fulkerson's Pediatric Dentistry in Henderson, KY.​

Lisa J​​ohnston Arthur, RDH - ​Lisa​ Johnston was first appointed to the board in December 2019 and is currently serving her second term, which will end in June 2027. She is a graduate of Lexington Community College's den​tal hygiene program and currently practices at Beaumont F​amily Dentistry in Lexington, KY.

Rebecca Bishop Green, DMD - Dr. Green was appointed to her first term on the board in August 2023, which will expire in June 2027. She earned her dental degree at the University of Louisville Dental School and currently practices at M.R. Bishop DMD and Associates in Nicholasville, KY.

Katherine von Lackum, DMD, PhD - Appointed to the board in 2023, Dr. von Lackum​​​'s first term will end in June 2027. She is a graduate of the University of Florida College of Dentistry and is board-certified in periodontology. Dr. von Lackum is the proprietor of Modern Periodontics in Lexington, KY.​

Thadler Schroeder, DMD - Dr. Tha​d Schroeder was appointed to the Board July 2022 and his serving his first term which will expire July 2026. Dr. Schroeder is a graduate of the University of Kentucky College of Dentistry. He practices at Schroeder Family and Cosmetic Dentistry in Lexington, KY.

Bruce Haskell, DMD, PhD - Appointed to the board in July 2022, Dr. Haskell received his DMD from the University of Pittsburgh, and his PhD and orthodontic certification from the University of Rochester. He served in the USAF and was in private practice in Louisville for 39 years. He is currently teaches part-time at the University of Kentuc​ky and University of Louisville.

Lory Dean Wilson, RDH - Lory Wilson was appointed to her first board term in September 2022. She is a graduate of Transylvania University as well as Lexington Community College's dental hygiene program. Lory practiced in general periodontal dentistry and as an adjunct instructor at BCTC. She is currently a substitute hygienist.​

​Frank Kinnaird, MA (citizen-at-large) - Mr. Kinnaird was appointed to his first term on the board effective July 2020 which will expire in June 2024. He is a retired teacher and school administrator from Li​berty, KY. Mr. Kinnaird has a BS and MA from​ Eastern Kentucky University.​

​Ex-Officio (Non-Voting) Members

Julie McKee, DMD - Representing the Department of Public Health, Dr. McKee graduated from the University of Louisville and currently serves the Commonwealth as the State Dental Director.

Deborah Ray, DMD - Representing the University of Kentucky College of Dentistry, Dr. Ray graduated from the University of Kentucky College of Dentistry in​ and is currently an Assistant Clinical Professor in the Comprehensive Care Division.​

​Paula​ Collins, DMD - Representing the University of Louisville​ Dental School, Dr. Collins​ is a graduate of UofL and is a professor in the school's Department of Comprehensive Dentistry.​

Mary Jones, RDH, MPH - Representing Kentucky's dental hygiene programs, Mary Jones is the program coordinator for Bluegrass Community & Technical College's hygiene program.​​
