The Kentucky Board of Dentistry consists of 15 members who are tasked with protecting the public by regulating oral health practitioners in the Commonwealth. This includes ten voting members, each appointed by the governor to a four-year term. Of these, seven are licensed dentists, two are licensed dental hygienists, and one is a citizen-at-large who represents the public.
One non-voting ex officio member from the University of Kentucky and one from the University of Louisville represent the two state dental schools. Two non-voting ex officio members from the Commonwealth's various dental hygiene degree programs represent the interests of the hygiene schools. Finally, a non-voting ex officio from the Department for Public Health represents that agency's interests.

Voting Members
Katherine von Lackum, DMD, PhD (Vice President) - Appointed to the board in 2023, Dr. von Lackum's first term will end in June 2027. She is a graduate of the University of Florida College of Dentistry and is board-certified in periodontology. Dr. von Lackum is the proprietor of Modern Periodontics in Lexington, KY. She was elected to the board's vice-president position in July 2025.
Lisa Johnston Arthur, RDH - Lisa Johnston was first appointed to the board in December 2019 and is currently serving her second term, which will end in June 2027. She is a graduate of Lexington Community College's dental hygiene program and currently practices at Beaumont Family Dentistry in Lexington, KY.
Rebecca Bishop Green, DMD - Dr. Green was appointed to her first term on the board in August 2023, which will expire in June 2027. She earned her dental degree at the University of Louisville Dental School and currently practices at M.R. Bishop DMD and Associates in Nicholasville, KY.
Bruce Haskell, DMD, PhD - First appointed in July 2022, Dr. Haskell is on his second board term, which will end in June 2030. He earned his DMD from the University of Pittsburgh, and a PhD and orthodontic certification from the University of Rochester. He served in the USAF and was in private practice in Louisville for 39 years. He teaches part-time at the University of Louisville.
Don Heine, DMD - As the newest appointee, Dr. R. Donald Heine began his board term in July 2026. He attended dental school at the University of Kentucky and has completed residencies in both General Dentistry and Oral & Maxillofacial Surgery. Dr. Heine practices in Paducah at Heine, Heine, Bowles Oral & Maxillofacial Surgery. His term ends June 2030.
Leslie Horn, DMD - Appointed in July 2024, Dr. Leslie Horn is serving her first term, which will expire July 2028. She is a graduate of the University of Kentucky College of Dentistry. A periodontist, Dr. Horn is the owner of Beaumont Periodontics in Lexington, KY, and teaches part-time at the University of Louisville.
Doug Neuman, DMD, MS - Appointed in July 2025, Dr. Neuman is a graduate of the University of Kentucky College of Dentistry. Having been certified in periodontology since 1974, he has been in private practice for over 40 years. Dr. Neuman continues to practice part-time at Bluegrass Periodontics in Lexington, KY. His term ends June 2029.
Jenna Schulten, DMD - Appointed to her first board term in July 2025, Dr. Schulten is a graduate of the University of Louisville School of Dentistry and obtained her specialty training in pediatric dentistry at the University of Kentucky. She practices at Dupont Pediatric Dentistry in Louisville, KY. Her first term ends June 2029.
Lory Dean Wilson, RDH - Lory Wilson was appointed to her first board term in September 2022 and was recently reappointed to a second term, ending in June 2030. She is a graduate of Transylvania University as well as Lexington Community College's dental hygiene program. Lory practiced in general periodontal dentistry and as an adjunct instructor at BCTC. She is currently a substitute hygienist.
John David Hurley (Public Member) - Appointed in 2024, John Hurley is serving his first term representing the public as the Board's citizen-at-large member. He is a graduate of Eastern Kentucky University.

Julie McKee, DMD - Representing the Department for Public Health, Dr. McKee graduated from the University of Louisville and currently serves the Commonwealth as the State Dental Director.
Allison Wright, DMD - Representing the University of Kentucky College of Dentistry, Dr. Wright is currently the Assistant Dean of Admissions for the college. She is a graduate of the University of Louisville School of Dentistry.
Paula Collins, DMD - Representing the University of Louisville Dental School, Dr. Collins is a graduate of UofL and a professor in the school's Department of Comprehensive Dentistry.
Heather Cheek, RDH, MEd - Representing Kentucky's dental hygiene programs, Ms. Cheek is the program coordinator for the Community Dental Health program at Big Sandy Community and Technical College. She is a graduate of Eastern Kentucky University.
Jamie Ely, RDH, MPH - Also representing the dental hygiene degree programs, Jamie Ely is program director for Medquest College in Louisville. She is a graduate of Central Michigan University and George Washington University.
